Reform

In 2010, Vernon faced disincorporation led by Assembly Speaker John Perez who introduced two measures (AB 46 and AB 781).  The high salaries and small residential population raised questions on whether the City could govern itself properly. 

The measures failed in order to allow the City the opportunity to make changes as recommended by an independent ethics advisory.  John K. Van de Kamp issued multiple reports on the City's progress.

In an effort to make changes, multiple charter amendments were presented to the voters on November 8, 2011. 

The California State Auditor provided multiple reports on the City's progress.
