The Integrated Resource Plan, or IRP, is Vernon's 20-year blueprint for ensuring reliable and environmentally-responsible energy, at competitive rates.

Background
The California Energy Commission requires Publicly Owned Utilities (POUs) to develop an IRP every five years. An IRP outlines how a utility plans to meet its energy and capacity needs, policy goals, regulatory requirements, physical and operational constraints, and other priorities.
Public Utilities Code Section 9621 requires the CEC to review IRPs to ensure they meet various policies and regulations, including greenhouse gas emission reduction targets and renewable energy procurement requirements. Our Renewable Portfolio Standard (RPS) of 60% by 2030 is VPU’s commitment to a sustainable future.
The IRP will comply with:
- Senate Bill 350: Reduction of greenhouse gas emissions by 40% from 1990 levels by 2030
- Senate Bill 100: Requires 60% of load be served by renewable energy by 2030 and 100% of retail load be served by clean energy by 2045
- Senate Bill 1020: Requires 90% of load be served by clean energy by 2035 and 95% of load be served by clean energy by 2040

The City of Vernon's 2018 Electric Integrated Resource Plan (IRP) was adopted by City Council on November 20, 2018.
