Mayor Pro Tempore Melissa Ybarra was born and raised in the City of Vernon. She is the
daughter of the Honorable Michael A. Ybarra, a former Vernon City Council Member who died in office in September 2014. Mayor Pro Tempore Ybarra was elected to the Vernon City Council in a Special Election in February 2015 and served the remainder of her late father’s unexpired term. She was re-elected to serve her first official term in office in April 2017 and appointed by her fellow Council members as the City’s first female Mayor in 2017. In Vernon's April 2022 Municipal Election, voters again elected Mayor Pro Tempore Ybarra to serve a new five-year term. She represents the City of Vernon as a delegate to many boards outside the City including the Board of Directors of the Sanitation Districts of Los Angeles County.

Mayor Pro Tempore Ybarra has worked for over 19 years as an Operations Manager for a printing company in West Los Angeles.

As a resident, Mayor Pro Tempore Ybarra was an active member of the Vernon City Elementary School Site Council during the 2002-2003 school year and is currently an active member of the school site council for Linda Marquez High School, Huntington Park Institute of Applied Medicine (HPIAM). She was a parent volunteer for the Girl Scouts Troop 16795 and continues to support the Scouts at various events. Mayor Pro Tempore Ybarra comes from a family who enjoys sports and continues to provide support for the next generation by being an active member of the Downey Ponytail Softball Association as a Team Manager for the 14 and under and High School divisions.
